How some old website use Higher PR New domain?

Hi!
I saw that some of the website change their domain name after Google update PR. However their new domain name also has higher PR, like previous one. How do they do it? Are they do it using redirect? I saw this kind incident in our country news website.

For example :- Before the PR update "www.blackhatworld.com" after the PR update "www.english.blackhatworld.com" (just an example)

Sounds like the good old 301 redirect.

Alternately they could buy a high PR domain and redirect it for the juice as well. Juice from old domains doesn't always stick around though.

Thanks friend reply! I don't think they brought old domain, because of previous and new one 95% same. Only change new one has "english." that i mention example. :)
