GoDaddy is usually the cheapest. There are always coupon codes 24/7 to make it $7.49 for regs and renewals and frequently have $1 coupon codes that can be used for one name

You can use the code "love" and if you pay by paypal, you can use if over and over again. They give you free whois, which Godaddy charges an arm / leg for. I think all in you pay about $8 for the domain.

namecheap is what I usually suggest, but at times network solutions has killer deals.
I believe there's a promotion going on still for a very cheap .com and if I am not mistaken, even dead cheap mid-level SSL

Just a quick search on google for Godaddy coupons code will show you loads.
Buying that many domains at once will get you a bigger discount and you get free WhoisGuard from Godaddy with over 6 domains, you get it free all the time from name cheap but you wont get such a big discount on 9 domains.
