The reason people say you should run incentivizable offers is because with a method like this, the conversion rate will be incredibly high. With incentivizable offers this doesn't matter, but with regular offers you will attract attention and most likely you will have your account banned. This has nothing to do with blanking the referrer - you're allowed to do that, as CPA networks can't legally demand to know where your traffic is coming from. Merchants don't like it, but they can't do anything about it.
If you can't find any incentivizable offers, then you should consider buying junk traffic in order to get your conversion rates down. Aim for a conversion rate of 1-5%. Anything more than that, and you risk getting banned and losing all your commissions.

This is fine but don't freak out when the advertiser blacklists you because the leads aren't converting.
umm if u guys need a toolbar to promote use MSN toolbar.... those guys are going crazy... $2/install... use that for north america... for rest use ZANGO.... u can target the popup according to the country with some ad manager!
