The guy is correct about paypal problems. You cannot pay from you balance, even if it is a refund.

UNTRUE. Refund can be done from the Paypal balance. I did few days back and I have done it few times in the past as well. Sometimes, I run out of stock on my ecommerce site and I do click on refund and the amt is adjusted from my paypal balance.

Bro this is only possible if auto withdrawal is not taken place also if you have fake vcc verfied account you cant refund.

We are not defending Manish Verma, I just told the truth about refund cant be done, yes he can pay back via credit card if you send him payment link.

Are you from India? Because this limitation is on Indian paypal accounts only...

As far as I know, theer is an option of refund from paypal.. and once you receive 3$, they can be refunded you still have only 0 not negative. You can file a chargeback.

@ OP - from your conversation, it doesn't sound like either of you were overly professional. The language gap was also an obvious issue.

Correct me if I'm wrong, but I didn't see anything about you requesting new accounts or English accounts. Perhaps he could have mentioned it, but for $3 I'm not sure what you were expecting.

Yes, it isn't much money, but the seller should still have delivered properly. Blatant cheating is lame and happens way too much around here.

I'm not going to bother PM'ing the vendor as I'm sure he'll just give me a bunch of bullshit.

Going to close this thread and issue a week ban to the seller... hopefully he'll learn for next time.
