PayPal problem?

I am unverified and I need to send a small payment ( 30 dollars ). And when I try to send it PayPal says : You need to add more funds to your account before sending more money.
Never have had something like that before

More than 30$, but I was able to send the payment , I had to send 3 x 10$ payments , but over 10$ that I get that message,

Unverified Paypal accounts have a sending limit. You were able to send payments before because you hadn't reached that limit.
