When doing manual high PR blog comments, will it affect my website's reputation for Google if I put the link of my blog with unrelated anchor text to the actual blog? What I mean is if the blog is about cat food, and my link and anchor text will be fat loss. Would google eventually penalize me for blog commenting or not?

What do you think yourself? Use logic, common sense. If not then the answer is yes it matters where you drop your link.
I don't really think anything. I'm new to this and every day I read anything, there are new updates to Google, so I need some advice from people who know what they're talking about. If I knew the answer myself, I wouldn't ask.

Penalize? Not so much. I would rather use your real first name, or a short keyword when possible. If your main keyword is "Best Dog food in Texas", then "Dog Food" is enough. If you can't put your keyword, put a real name, or "my blog" or "my site" or something generic. If your site has too many wrong keywords, Google may factor in your performance with those keywords, and see it performs badly and it can affect your entire site.
We are unable to answer 100% sure on this, we can only give out opinions from our experiences. Only Google could give you a 100% answer. But in my opinion try to avoid it, it would have an overall negative effect, but not a full on "penalty".

In my opinion you should avoid this as Google panda is not going to be happy with that and it will effect your rankings. Anchor text must be relevant with the blog comments.
I am seeing my posts on the exact blog topics with the keyword anchor text sticking. I used scrapebox to find blogs and slowly started sifting through them and one by one found places where I was going to be the only comment. Obviously this is a real non spam comment. Those are sticking and backlinking very quickly.
The other spammy stuff that is offtopic going to my linkwheel is not sticking even close to this when I check my backlinks.
Though I am seeing small traffic from the linkwheel in my analytics.

That just isn't true. I promise you that Google itself has more than 30% anchored text for all of the backlinks they make to their site. It isn't unnatural to build anchor text with your links. You are misunderstanding what a natural link pattern is, and what Google is looking for.

Simple solution: Show the tests!
There is no debate. You are misunderstanding what a "natural link pattern" looks like. How can you make such a general statement saying a site is better off with less than 5% targeted anchor text, without seeing their on site SEO and content?
If I am targeting the keyword "Dogs" and my content is 99% about "Cats", there is no way I will ever hit my goals for that keyword ranking unless I massively backlink using high quality anchored backlinks. Sometimes you need to force Google to go against their natural instincts to rank you for certain keywords, based on your anchor text.
If enough people are linking to you, saying your site is about Dogs, then screw the content, Google will believe its about Dogs. Prove to me something different. Don't just walk into a thread, call everyone dumb, then leave without trying to backup your statements. Especially when you claim about all of these "Tests". Just link to the tests or show the data here.

No offense but i think i already gave a lot of info here, there is no way on earth i'm going to spill all my data here. I already said i have no interest in debating over this if it is true or not, whoever doesn't believe me, that's ok, i have nothing to prove here.
I'll give you a last one, you can rank for competative terms without ever using an anchored link.

You can rank for competitive terms WITH using anchored text. As I told you, you are unable to tell someone what kind of anchor text they need to rank for their target keyword without actually examining their website. The fact that you think you can tell someone a rough estimate of how much % of anchor text they should use, without even knowing their website and their target keywords, is absolutely laughable. Even if they put their link surrounded by the word "dogs" with no anchor text, if their content doesn't have the word dogs, and their anchor text doesn't have the word dogs, they are going to have one hell of a time ranking for dogs.
Stop being ridiculous and trying to act like a guru. You aren't keeping some hidden secret from us. You absolutely can not ever tell someone what % of anchor text will perform best for their website. Their is no reason why anchor text doesn't look natural. Especially if you are in the tech/web design/seo type industry, almost every link would have anchor text naturally.
You didn't release any special info. You are not a guru. You don't have secret insight into Googles algorithm. You are just someone taking a guess and acting like you know everything. Like I told you, go to Googles own official websites, and tell me how many links they build without anchor text. Go to every "SEO Guru" website, and tell me how many links they build without anchor text.
I just went to Matt Cutts official blog, and counted around 70~ outbound links. Every single link had anchor text. Should we go warn the peoples websites he is linking to that he is building unnatural looking links to their websites?
