The best and cheapest freelancers

Hi all,

I am thinking about outsourcing some of my work (designing and programming new wordpress websites) to for example a low labour cost country like India.

I am now looking around on freelancer.com to find out how that would work and if people generally are happy with how the work is delivered.
Anyone has any experience with this? Can you provide me with tips and maybe some other websites where you can hire a freelancer for a low fee with good results?

Basically I want to show two websites with the options I need. Design should be different, but inspired by those websites. That should be possible right?

Also you get the option on freelancer.com to let people bid on your project or make it a contest. What would you guys advice to do?

My advice - don't mess up with Indians and any third world countries. I just had absolutely horrible experience on Elance. Right now I am using Fiverr western/eastern providers to choose responsible once. At least you are risking only $5

I highly doubt that anyone would make a custom wordpress website design with specifications I want including logo design etc for a fiverrr haha.
