I am an affiliate of an online substance abuse class but I am unsure on how I can approach courthouses and ask them to hand out fliers for my class to people who are required to. I know that the court hands out fliers for offline classes to people they require to take them so they are willing to do it I just don't know how to go about asking them. any help is much appreciated

Often times, information about classes can be found on the county website. You may consider setting up a URL redirect (to your affiliate link), and asking the administrator to post a link to the page or email a department manager.

Thats a good idea I will probably try that out with a few courts in the next couple days but I really want them to hand out fliers to people because I'm sure my conversion rate would be threw the roof considering people who get them will pay less for my class then an offline one and they are required to take it

Well, I'd reckon your course would have to be approved by that particular court in order for them to pass out flyers and count it for the people taking it. If I was you, I'd just pick up the phone, dial your courthouse and ask them, that'll be your quickest answer. Just say "Hey {Reception Name}, I'm hoping you can help me. I have a class for substance abusers, I was wondering who I needed to talk to about getting the court to pass out flyers."

That'll get you the fastest answer.
