Hey there I'm new to this whole 'offshore hosting' thing but I'm in need of a host who allows sites which has content relating to hacking. If somebody could point me in the right direction, I'd be thankful. Cheers!

I think someone had mentioned http://spamahost.com - I can't check it to be sure cause I'm at work... BHW is bad enough... lol
 
If you're having hacking tutorials on how to hack stuff and (unethical) things like that, you should get an offshore hosting or ask your host about it before hosting your site with them.

But if its about how to avoid hack attacks, making your computer secure etc... you should be fine even with hostgator kind of hosts.

LeaseWeb has servers based in NL and DE and I think they won't care about hacking stuff unless you plan to take on CIA servers.

CCIHosting looks good too... Just do a Google search!

Spamahost will not allow any hacking according to the TOS.

Just as a suggestion though, why not make it educational?
You could try something like: This is how "they" will hack you, step by step, and here is how to protect yourself.
Put a few big disclaimers on the top and bottom of your page stating this is for educational purposes only and you frown upon those bad scriptkiddies.

I saw blogs like that before. Seems to work. Never hurts to just email the host and explain what you want to do, they might even have better tips. Just make it clear you are not the bad guy but just want to protect people. :P
