Yes, you have to buy the url and then install wordpress on it and give him the wordpress login info so he can finish the rest.

My Review:
The ordering process is very easy and straight forward. The first keyword provided I did not like at all, seller was able to work with me to find a better keyword that suits my need. Although communication can be lacking at times, the TAT of 5 days after providing wordpress details was pretty in line with my expectations.
The end product is pretty much the same standard as other Micro Niche Sites, the articles are not top-notch, but above average. For the price of $27 though, you can't really go wrong there.

I would probably order again.
