If I buy a dedicated proxy, is there any way to verify that the proxy company is not reselling that same proxy to 100's of other people?

don't think so, as you'll have no interface to check the traffic.. you just could monitor the ping and if there is a heavy latency ask the company whats happen...

No, you can not really verify that.

However, the proxy's speed will tell you a few things.

If the speed is slow it can be because:

1)The proxies are bad
2)There are others using the same proxies
3)Your internet connection is down and it can not use the proxies

There is not a tool through this you can verify it. But you can make any assessment regarding that from various factors like speed of the proxy and many more.
