I am sharing this method with you guys because I no longer really have a need to search for web design/development and software (iphone/android app) clients. I am too busy and most of mine are word of mouth now. It also is not hard or extremely creative, I happened on it by mistake a long time ago (I used this almost 2 years ago) and I am sure it has been though of before.
Either way, if you are hurting for clients, try this out it works.
What is the method and how did I find it?
A while back I joined a forum. Nothing huge, maybe 10k members. Now a lot of forums have an Introduction sub-forum or a place to say "Hi!" Some forums actually require you make posts in these sub-forums before posting anywhere else. This is where you make your move. Let's say you just joined a forum about Butterflies. I would actually recommend you find active forums 10k-100k members with threads that are posted on daily each with many replies and views. You can go here to find larger forums:

But they aren't always better for this.
So I set up an email that is just for this purpose. I will register all my account profiles under this email, and when registering make sure to receive notifications and emails from other members so that you will only have to check that email address to see if you have any notifications instead of having to check each forum by itself.
So now I joined butterflyforum.net and made an account. Next thing is to go to the new member introduction area and make a post. I usually do something like this:
"Hello everyone! I am a new member from Florida, and butterflies are my passion! I am a successful entrepreneur that runs my own web developing firm that also specializes in SEO (making sites pop up first when someone searches google for certain phrases), and making iphone apps. (Enter portfolio link here but that is really hit or miss)
I am good at what I do so I have a lot of time to enjoy the outdoors and study my favorite butterfly the Pipevine Swallowtail! I look forward to adding to this community, feel free to message me for any reason!"
Now I had best results when I was very nice and courteous, and do not be overbearing with including the info on what you do. Make it sound like an introduction not a sales pitch, where the last thing on the readers mind is that you are there to sell your service.
You will be surprised at how many PM's you will get like "Hello, read your introduction and I was wondering if you would be able to make a website for my bakery?" or "I have the best idea for an iphone app, can I ask you some questions?"
People love sharing with other like minded individuals with similar interests, and this is a great way yo get your foot in the door. I had good results not only getting the original job (they are super targeted and interested) but also upselling SEO and Social Media Management to them. Once you get talking to them its easy for them to see you know your stuff and that you can help them out. I also personally used to have them all sign up for hosting through my hostgator affiliate link, telling them about the $.01 signup and how it is green and the best for the planet because it saves a lot of electricity. If you don't have a HG affiliate PM me for mine
You can outsource some of this, but I did not I just used roboform and copied the URL so I could keep my thread on the front page of the sub-forum for as long as possible by posting when needed.
So if you are hurting for clients try it out, it won't take long, you can copy/paste use roboform and try it just for a day even, but it worked for me.
