There are a couple reasons. One reason could be that a lot of lead brokers or aggregators only want to work with U.S. or European based affiliates. If the IP changing form-filler person is not U.S. or European based then they might not have access to some of the juiciest affiliate programs out there. I spent time on other forums a hundred years ago where guys outside of U.S. and Europe were putting in a crap-load of work but not getting paid. So, there is some risk involved but can be well worth it so long as your employer gets paid. The unwritten rule is that the as long as the employer gets paid the worker gets paid...I guess it's not so much an unwritten rule but a warning. Unless of course the employer is established and can afford to take a hit. So, if the employer is asking you to do something very risky and there's a chance aforementioned employer won't get paid then you should be cautious not to do a ton of work for them before getting some pay. I would go into detail why an employer wouldn't get paid but simply stated they broke the rules of the affiliate program.

A possible second reason is that the IP changing form-filler person doesn't have to get his or her hands dirty. If I'm going to be the IP changing form filler person and somebody is going to pay me for filling out forms then the truth of the matter is I have no idea why, (unless they tell me which they shouldn't so that I can maintain my state of purity). They're just paying me to fill out a form online. I have what's called "plausible deniability", meaning that it's possible that I had no idea I was filling out a form so that my "employer" could get paid from a third party. I could always assume that his or her developers are working on the site and need a steady flow of "test-leads" from different IP addresses. I might also be able to say that he gets so many leads that don't get closed that he wants a "secret shopper" program to test his sales team and I'm just the guy to do it.

I'm sure there are other reasons as well. I still consider myself a BH n00b so I don't claim this is THE answer; just a couple thoughts based on my experience with affiliate programs.
