Best service for a stubborn site?

My site will not surface for a keyword of the following stats:
Global exacts: 14800
Local Exacts: 8100
CPC: $2.89
Site is indexed.
New content daily

I have LSI articles on the main keyword. I've built a linkwheel and still no results. If I get #1 this will increase this baby site's income by over 1000%.

Is the domain EMD?
I assume that your site is well optimized for the targeted KW (onsite optimization). May be its sandboxed.

Try to get some high quality in content links.
