WP Clean Up Plugin? Help me find it . . .

Some time back I read a post somewhere advertising a plugin that cleaned up an initial wordpress install.

It did things such as:

Remove Hello Dolly
Set Perma Links structure etc.

Does anyone know the plugin I am talking about?

Both those are really easy to do through Wordpress . Removing Hello Dolly just delete it in the Plugins menu and for Permalinks, it's under the Settings option labelled Permalinks.
