Links are important in pagerank but they are not the end all of pagerank. On page optimization and structure will go a long way to obtaining some pagerank. However, you will need at least some backlinks as well. The better your on page, the fewer links required.
In my case it was quality content and TIME. The longer your site is on line coupled with really good quality content will have a possitive effect. That said however good quality links from authority sites WILL have a possitive effect as well. Though harder to get the benefits are compounded.
Other than that, like Nookie Monster said, quality content and time. You need content that's actually going to generate (enough) organic back links. Still, if you have an orphaned page that has 0 links in, it will have 0PR.
Backlinks are most important thing for the site but it will also improve by updating content and provide best information to reader. This will to get indexed by search engine. If search engine provides targeted traffic to the site, it will automatically provide you back links from those visitors who are coming from another site.
Your going to have to build back links if you want it to have legit page rank. As others aid you CAN fake it, but that complicates things and isn't worth it imo.
