Hey there,

What are the best programs for scripting tasks (webscraping, posting etc)

Not just SEO stuff, but also content scraping and webpage interaction etc?

Cheers,

There is no bot as good as the ones you create for yourself. Creating your own money making bots will push you beyond the average internet marketers limitation.

If your new to programming I would suggest something like Imacros, Ubot, or Zenno. All are very easy to learn to create your own bots. Good Luck.

Depends on your background, your interest in and time available to learn, and your budget.

imacros can be a good way to automate some stuff and is not very hard to learn (but not very powerful either compared to other options); is also pretty cheap (as in free if you look around)

zennoposter is very powerful; it's a great investment

if you have some coding background getting one of Jeff Heaton's books on bots or something similar might be helpful to you; going that route, the sky is the limit

He's also written some books on neural networks, one thing I got a lot from reading his stuff was ideas I could apply in other languages/tools as well. So depends partially on if there's a language you're already familiar with, and partially on your ability to apply concepts across different syntaxes.
