Country related SEO

I got this EMD .com for a 3400 exact searches, but the traffic comes from other countries where the related google is not showing me up. For .com I got 1st with 0 external seo, I guess because there is no traffic in US for it. To do then seo for that country this is what I am thinking:

- buy the related emd domains of these 2 countries and redirect to .com
- make decent translated pages to the country main language...I guess I should fine a way to display ip based language with wordpress...

what do u advise

But that specific country TLD domain if available, change the meta tag to point to this country (can't hurt) and get backlinks from this country's TLD domains

are you saying I should just use the country domain like a normal buffersite?

building a different website is just too resource expensive,
I am using qtranslate plugin for writing each post in different languages, I still need the ip change thing, I found a plug in called language switcher, but it is no longer maintained

Adding translated or unique pages work very well .

Diverting in webmaster tools also work but having that country domain is best .
