Anchor text is just the displayed portion of a hyperlink.
If you set up a link such as:
then "your chosen keyword" is the anchor text.
Using anchor text is definitely not prohibited by google though. I think you're probably misunderstanding some thing you read somewhere. It may just be talking about a need to vary the anchors for your backlinks or something like that.
Could you quote the actual rule your referring to or give us a link to it so we can see what you're actually asking about.
