Hey everyone idk if its been post here and i don't really know the name of what i am looking for. But i would like to know what is it or how do you make it so when people visit your website they have to view a ad first. A ad pops up and they can choose to skip it.

No this is not allowed.
****** links cannot be opened automatically in a popup or automatically redirected to in any way.
The only legitimate way to open an ****** link is for one your visitors to click on the actual link.

However, if you ask them nicely, they will probably allow you to do pop ups.

Now, to make them as a pop up, let me know of a site that already does that and I 'll rip the code for you.

i don't remember what the site was but basically what happened is when you go to the site it has a pop up that says wait before you can get in you have to complete this offer but i just want the same thing but instead of haveing to complete offers they just gotta get though adfly first

They use to have pretty much the same thing you're talking about, but they are under maintenance.
(User would enter link, and then a popup with ****** would popup and you would have to keep it open until it showed their page (which I'm sure dropped a cookie to let the server know you waited for ******)).

Some time ago i found free online service that allows you to shorten url , mask target url and display pop up ad that you created on the target page.

So you could create a short link of cnn or wall street post article with your popup on it for free but i didn't bookmark the site name and now i cant find it any one knows the site i am talking about.
