Page 1 Seo Needed For Dating Niche

Hey Guys,
I Bought a domain in march and have been building the site for the last few months yet not done too much work. It roughly gets 250 hits a month (not good, i know!) and was thinking of using rankpay for a keyword i wish to rank for (250,000 monthly searches according to google keywords tool and a relatively easy rating on traffic travis) but i heard their service sucks!
