SEO for Micro Niche Site

Hey Everyone! I'm brand new to IM. I recently purchased 12 micro niche sites (10 from a HIGHLY recommended seller on BHW that gave me 20k backlinks per site, 1 from a seller that was priced really low but did no off-site SEO, and one seller who was in between and did all kinds of off-site SEO. All my sites were completed between 7-14 days and none are on the first page. The guy I bought the 10 from has AMAZING reviews with everyone commenting and saying that their site was earning money within a week or so with no additional off-site. I'm wondering if I should be patient and wait a week or two and see if these sites jump to page 1 and start earning or if I should start doing some off-site. I'm brand new to this so I'm not 100% what I even need to do for off-site. I've found some fiverr gigs and BHW services that seem good but I don't want to spend money on something that I don't really need. These are low competition keywords too so I would think I don't need a really expensive BHW service but one of the smaller packages instead. Here's the stats for my sites:

Site 1: 5400 global, 2400 local, position 29 currently
Site 2: 27100 global, 2900 local, not ranking currently
Site 3: 5400 global, 1600 local, position 24 currently
Site 4: 6600 global, 1000 local, position 11 currently
Site 5: 6600 global, 3600 local, position 15 currently
Site 6: 5400 global, 2400 local, position 13 currently
Site 7: 6000 global, 3600 local, position 49 currently
Site 8: 4400 global, 2900 local, not ranking currently
Site 9: 5400 global, 1600 local, not ranking currently
Site 10: 6600 global, 3600 local, not ranking currently
Site 11: ? global, 2900 local, position 23 currently
Site 12: 1900 global, 1900 local, position 68 currently

I thinking maybe get the $20 or $40 package from Sarkar for each site: BHW address: /blackhat-seo/buy-sell-services/299357-500-quality-back-links-dirt-cheap-price-back-guarantee-review-copy-available.html

Or doing some or all of these fiverrs on each site:

don't do too much backlinks , it can harm you, just wait a week and look how your ranking is changing. Because google won't rank any site which is 7 days old as first just wait.

i bought 10 mini sites and i did a little on backlinks and nothing for 2 months, but after 2 months i spammed the S... with Fiverr and Guess what
Booom. all sites are at 1 or 2 page.

I usually wait for my websites to get indexed and once they're indexed they are usually on 2nd page.. Then I start building link wheels in different ways.. You can find a lot of layouts in this forum for link wheels

For new domains, I have a script that submits them to a ton of megafoo/whois links. This gets them a lot of organic links and decent seed SERPs.

I may not be the best person to listen to for advise but I think those backlinks will take time to be indexed? May be best to wait a few weeks.

Slow and steady win the race. Don't create lot of waste backlinks first craete some edu,high page rank,youtube videos,twitt your posts, blogspot,wordpress,wikispaces,posterous,livejournal create some unique articles related to your niche longtail keyword as a anchor related to your niche. Index all these and create backlinks to your backlinks.
