When it is over how many links to the 100 page site is safe per day? How fast should I increase the number of links per day?

I would hate to undo the good work you are doing by over or under linking after The War is over.

Link velocity is not an official term BUT just something framed by INTERNET MARKETERS.

Link velocity can't be decided perfectly, but 100-500 links/day will be fine when the sites are in the 4+ pages.
When the site comes into the first 3 pages for the respective keywords, it's good to stop & proceed slowly, like if you were building 200 links a day then, go with 70 links/ 2 days, and gradually reduce the speed as it moves up.

Moreover LINK VELOCITY can also be associated with link types. When you do profile links they dont get indexed fast BUT incontent links have a better indexing rate, so the velocity may be varied between the type of links.

Yep, it is, BUT not if the total war is in progress. Space it out for 2-3 weeks after the WAR is complete.
