Hey guys, so I want to have about 50 ips throughout canada. I want this so I can post 50 times on kijiji. What are the differences between proxies and vpns? and what are the best options out there. Thank you!

Why not harvest a bunch of IPs, run them through a program such as Charon and see which countries they resolve to?
There are a thousands upon thousands of public proxies out there that allow you to quickly post on various sites from all countries - which looks like what you want to do (having disposable IP addresses).
VPNs are usually in the same range so if you post in quick succession from various IPs they will see that you're trying to game the system - so you have to be sneaky and use public IPs.
