CPC - how high is too high? help!

I have a Keyword(EDM).CA domain,

Page # 9 - google.com

Global searches 4400

U.S.
Local searches 1600
CPC is $10.85

Canada
Local searches 390
$.10


My question/s...

I don't see any ads on google when I search the keyword alone

I only see ads when I use supporting keywords, e.g. "help with keyword"

When and if I get to google.com page 1, should I go with adsense or clickbank, any other recomendations?

Any other suggestions are welcome, thanks
