Romanian site SEO

I know there are a lot of romanians in BHW ,i need a little help from them and not only them.I have a romanian flash site (mydomain.ro) with romanian content.How should i do some SEO on it?Some keywords are in english and some in romanian.Can i buy some SEO services from this forum?I want to go higher on G00gle.ro.
