nah, i think they just tell you if they get any complaints, and expect you to do something about it. You definitely wouldn't get banned if you were just running scrapebox or xrumer, and if you do get any complaints, just add that site to your blacklist.

It always depends on what kind of content you want to host, so you need to tell that first. Europe or other countries don't allow everything, and what they allow varies country to country and their laws and local practices.

OVH is very cheap, it's the biggest host in France, very high tech datacenter.
They have lots of different configs.
