No, we currently don't plan to limit this service to a specified number of members, though we will respond as necessary if proxy burnout becomes a problem (e.g., potentially limiting new sign-ups to a subset of the full list). In general though, our philosophy is that these are public proxies anyway, so if you don't use them someone else will.
We have some customers who have reported success with CL, though keep in mind that these are public proxies, so nothing is guaranteed. I would recommend our private proxies if you need guaranteed access to a particular website.
Yes, a good subset of these proxies are anonymous, though I recommend running these through a third-party proxy checker to find the ones that are anonymous and alive.

Review:
10% of the proxies are working. Loaded 160 proxies into scrapebox and used 10 threads on bing, yahoo and google. Scraped 30.000 urls in 3 or 4 minutes. But if you want to scrape for some hours, i guess this rate will go down.
If you want to use public proxies, i can recommend this service. It's perfect for scrapebox beginners and to learn the environment. If you are advanced and want to scrape a LOT you need private or at least shared proxies.
EDIT: After some tweaking and filtering i get 320k Blogengine urls in 30 min. So thats pretty good, at this rate i can replace my shared proxys...

Yes, new proxies are being added to the database every now and then... Our servers are constantly searching the web for new proxies and the moment any of these servers found a proxy, it updates our database and makes it available to our customers in real-time.
