I am new to SEO.

My question is real basic question about SEO

I want to know how SEO's optimize a new site and bring it to the top of Search Engines?

What tools do you use while optimizing a new site?

Its all about backlinks . There are several ways and softwares to create backlinks . As much backlinks you have and high quality , you will be rank higher and higher .
 
Is your on page SEO fully optimize yet?
If yes, then start working on off page. EX:Directories submitting, backlinks, etc.

But i am really interested to know which tools.

Step #1 is to take care of your on-page optimizations. Have you done your keyword research? Have you registered an exact match domain? If it is a local website, have you set up hosting in the area's geographic location? Once all that is done, have you take care of your proper on-page optimizations? You can read about that here:

SEO is not rocket science, but it will take a lot of time an effort. Be prepared to spend a lot of time failing. But if you press on, the rewards can be great.
