1) Yes that is correct.
2) Similar to YouTube, we can send the number of visitors you purchase to your YouTube video, but we can't guarantee that the play/view count will go up. Since these are real people viewing the site, it is up to them to watch and whether they do or not will be based on their interests and the content of your video.
