I'll buy it if it's in the top 100. But before buying I've to check first its main keyword. If all the 10 pages in SERPs are not too competitive (PR4 & below) I'll take it...that is if I can afford the amount.
PR doesn't determine the amount of visitors coming to the site, what really helps in the rankings is the number of backlinks coming to the site. If there are no backlinks then it means that you should get ready to finish someone else's work
If you are using the domain as a money site, then the PR doesn't matter. What matters is whether the domain has any good existing backlinks or aged? But if you are using it as a pumper site to funnel link juice, then this PR3 site is literally useless as the PR will drop in the next update.
