Well I'm not calling anyone a liar but I just tried to download that file again and upon doing a mouse over it says it is empty and 7zip will not open it. So I don't know.

It just downloaded fine for me, so you should give it another try. but if you have work with wordpress for some time you may already know everything, it just basic stuff good for anyone just begining to use wordpress.
