[Chargeback] to a limited PayPal account

Hi,

I have purchased some articles from a seller and now his account is limited and he wants me to open a dispute, so that I can get the money back and pay him in other account.

My question is will it work if I dispute a transaction and ask seller to refund when seller's account is limited?

Yes it would.

If my memory serves me right, Refunds can be done on a limited account even without disputes. But I may be wrong.

But I am sure, with disputes, you can get the money back even if its limited.

But the seller is saying that he is not allowed to issue a refund, he even sent me the screenshot that PayPal is not allowing him to refund and I have to file a dispute.

i was limited once and i was able to issue refunds (you need a positive balance of course), maybe in some cases you cannot do that and it may depend on the reason of the limitation
however i found something which may help:

Yeah, it will work, PAyPal will hold the funds some some days until the dispute is closed and you will be refunded.

Hi i have bought some services in a site.but they did not delivered what i have ordered.so i disputed 4 transactions through paypal as one is item not as described and other 3 as item not received.immediately the seller has wriiten that the prdoucts are intangible items.so i have escalated to paypal claim there also the seller delivered tracking information as digital access for non receipt item and also sent the information for item not as described dispute.within 1 day the dispute of item not as described was came in favour of seller.for the not received disputes paypal status shows "requiring ur action"

In my experience even a limited paypal account can issue a refund.
The only time a paypal account cannot issue a refund is if the balance
in the Paypal account cannot cover the refund amount.

limited accounts can not make refunds. maybe this is an old thread. But sometimes you can do a chargeback on a credit card.
