I ended up creating my own using the Twenty Ten theme that is packaged with wordpress. I searched for days and couldn't find a theme that was designed specifically for SEO.

Caches your generated pages in order to speed up your website. Drastically reduces load time; given Google's increased and ongoing emphasis on speed that's really good.

I don't think so because I have not explore the code, but I think it is design to help the site loads faster so it won't harm the site. Many bloggers are using this http://wordpress.org/extend/plugins/wp-super-cache/
