If you have money to invest this is what I recommend you to do in 5 easy steps:
Step 1: Buy few scrapebox instances.
Step 2: Buy few VPS servers.
Step 3: Harvest millions uf urls and make your own auto approve list.Don't harvest old spamed lists. Fresh lists are always better for your clients.
Step 4: Give away few auto approve lists to create your targeted subscribers list.
Step 5: Sell the lists to those subscribers.
I'm following this steps and I have a lot of happy customers who buy my lists everytime I launch a new one.

What is the minimum download/upload speed do you recommend before someone should start selling scrape box blasts?

I don't know if there would be a min dl/ul speed as long as you're not on dial up lol.
Its moreso about how many actual posts you can get out of your list. The less urls you have to go through to get a posted comment, the faster you will be done the blast

Haven't you got a vps and can work with 2 mashines ?
I don't use scapebox anymore since i have my own tool now and are able to complete atleast 25 10k orders/day on one mashine with a list that gives as bad as 26% sucessrate

Yes, after you checked the links with link checker export the found links to a text file and send over to the client, that will do it.
In my experience most of Fiverr users don't care if a site is heavily spammed. Anyway, if you have the chance I strongly advise you to scrape your own AA list and focus on sites with low OBL and high PR. Those blogs can give better link juice resulting in stronger backlinks.
