How many time I can ping to not get banned? per day/hour?

You shouldn't have to keep pinging after pinging is successful. If you continue to ping over and over again the same links you may risk a chance of get banned for spamming. It's perfectly fine as long as your pinging different links, then you will never get banned.

No. If you will ping them all at once, you will be banned to. In other case, if you are pulling 200 posts at once (e.g. from some RSS feed) you should ping only once (i.e. only one post link should be pinged). 200 pings sent one-by-one will be considered as a spam even if all links are different.
