CPA network with international incentive offers

I didn't play with incentive networks until now so I have a simple question for you .

Is there incentive network that has good content locker which shows offers/surveys depends on the user's geo location?

I ask this b/c im working on a website (microniche) where people will have to download some files. In order to monetize them I will lock the content but only 10% of the users are from US so I wanna know is there networks that show surveys like sharecash does for example. They have offers almost from every country. I dont want to have low CR b/c there is no international offers on the network.

That's what Im searching for. When a user wants to download something from my websites, your api detects his location and show to him offers that are for his country. I'll pm you with some questions
