PayPal for not supported countries. Dose it possible?

Hi, guys
dose anyone know way to have verified personal PayPal account for receive PayPal payment. The maximum Whitehate method as possible.
In my country I can easy send money through PayPal, but can't receive.

I am looking for way maximum keep all payment processes "in my hand",
not so costly like open offshore-company
not so risk as use someone whom I don't well know as a middleman.

Integrate PayPal with email,
send email to buyer, receive money on my PayPal account, use my local country ATM for receive cash. That what I am looking for.

Would be very grateful for advises.
