PR is not a permenant thing and here are some factors which may change the PR after switching the ownership.

1. Major Backlink change: If there is a PR 6 website linking directly on its homepage to target site and it is possible that target site will get PR 4 -5 depending on its content and relevance. But once the PR 6 link was gone, then it will be very likely the target site's PR will drop.

2. Content changes: Fresh Unique and useful Content is the solid key to get higher PR so if you drop the frequency to update your site or change the content of the site, then your PR will drop likely.

3. Link from or Link to penalized sites.

Use SEO spyglass to look at a domains link profile. Go through the do follow high PR links and determine yourself if they will stick. If they stick your PR sticks.

I my self use the GoDaddy Marketplace to snatch some top domains with Pagerank.
Well godaddy don't provide the actual domain PR but their is a firefox plugin that does this.

You can get PR domains cheap from the dropping domain sites, however these often lose their PR when the content changes.

Check out http://www.domainface.com is very cool. What I really like about Domainface is that they have a whole bunch of sniping tools. You can snipe Godaddy, Namejet, Snap and Pool. Love it!

Yeah, but you also need to try and keep the same registrar, host, etc. to avoid allowing G to see that the site has changed hands, correct? Otherwise, it seems like you run a high risk of the PR being lost...

All you need is WhoIs privacy. A Change of host does nothing to you. As long as your SEO host is a capable one (A,B,C class, geo-diverse, r-dns etc) you won't be losing any PR.
