Is Social Bookmarking Still Cost Effective? (SBD)

I'm considering getting SBD to bookmark my pages and I'm wondering if it's still worth the outlay?

I currently use SEO Link Robot's bookmarking feature and it almost feels like a superstition bookmarking the pages.

I've heard people in the past (circa 09'-10') using Social Bookmarking as a linkbuilding staple but I've heard people now saying it's less effective, so, in your opinion is it worth the purchase and captcha costs?

A bit crazy how it's switched to something every marketer should be doing after not being very effect for a long while.
