Outsourced articles?

I'm currently in the process of finding good writers.
I've been getting a lot of messages offering me a free review article, the thing is what do I do with the articles?

Are the articles mine even if i decide to go with another writer for example?
Can I use them?

I've been thinking of paying for the articles that I like even if I've found a better writer. Feels kinda "evil" to use a free article.

Got any tips?

If they are offered as a free review article then they are yours to keep free of charge.

What I do when I hire writers is have applicants write a sample article which I pay them for as long as it is usable (not copied from somewhere else) whether I hire them or not. Next time you hire writers you might feel better setting it up this way.

My applicants write a 500 and a 1000 word article that is not associated with my product but the keywords are provided at the interview scheduling. I don't give a rats butt what school they went to. Since it is not usable by us commercially we don't pay them for it.

...make this clear upfront, so afterwards are no hard feelings, maybe you get also better results in stating that you will pay $x.x amount for the test article. Even if it is a small amount its a contract exchange and that way the writer feels that you are serious.
