People could post on that site when they were ripped off by a company.

They make money mostly from ads. It's likely a temporary de-index by Google.

People made money by having several accounts and doing posting with high page rank back links from those accounts rip off report was usually a 6 or 7 PR site on Alexa.

Think about it...go to the website and see all the negative reviews. Do you believe that all of them are 100% true? Obviously not. People post fake crap about their competition in order to make more money for their business.

OR

They get paid to post negative crap about other businesses.

I'm sure the account got hacked and was removed from Webmaster tools. Why would he want it removed from the Google index is beyond me.

Or someone found another exploit in the webmaster tools :)
