Directory Submissions - no more then 200$ (depends how many titles you have , descriptions and stuff like this)
Article Submissions - depends how many unique articles if just one submited to 650 websites maybe no more then 200$
Press Release - maybe like 100$ if the article is really good

However depends if the labor will be done by indians or someone in the US , the prices will be different. Even if they tell you they will not use tools i don't see any reason why they don't , it's kind of stupid to submit the same article 650 times by hand...

100$ for all of that would be pretty reasonable. If its good Quality. Or 4 Gigs are enough =20$.

It cannot be manually submitted.
