One question (even though I haven't use Google plus alot). Do I have to be in the other person's circle to come on on their serp or can I just add them to my circle and thus recommending them even though they haven't put me in their friend circle?

You need to sign up for google webmaster tools and verify the site

I think it does play a part. I searched an LCD monitor and the g+ url for a popular internet personalty who gave a short review pops up in the first page.

Its correct indeed. I have just did some searches and found that the guys who are connected to me on Gmail and the guys in my circle who +1'd the pages on g+ are popping up in results. This is a great gesture for new world's social media impact on SERP's. I'm lovin it

Yes of course it changes the SERP when you are friends with the person on plus (have them in your circles is the more accurate term I guess) but Im more interested in the fact that it seems to change SERP in general, like strong backlinks
