Starting outsourcing company

Hi guys,
I'm in a process of starting my own outsourcing company, but I'm facing a dilemma. My hesitation is actually about the staff I'm gonna hire should I hire experienced people or complete newbies and then train them.
Of course if hire more experienced staff I have to pay them more relatively charge more. The company is not going to be in India,Philippines etc ,but in Europe. I really want to build reputable and highly valued company but need some advices and if you can to share your experience.

I would hire a couple of project managers to delegate task because the benefit of outsourcing is too great to pass up. Start from there heck you could even do task on Elance for extra coin.

I would prob. go w/ a mix. Training people can be a long and difficult task and if you want to grow and be successful you will need people who know what they're doing. I would suggest you sit down and write a business plan.

Determine 1 management level to X newbs. and so on.
 
Human is the basic power, if you hire someone who is not familar about the industry, you definitely have to be careful as they may cause much trouble there. Always be cautious when choosing people and find someone who has potentials.
 
Thank you all for your answers. For now I only got 2 people, but with 2-3 years experience in IM. I'll probably do a mix as the demon suggested, but for now will try to find only experienced staff. What would you suggest about the weekly/monthly charges. As I want to provide quality service, but in the same time is hard to compete with people charging $250 a month as a VA or link builder.
Any suggestions will be highly appreciated
 
Please PM me with details when set up, could do with cheap workers, dont need to be experienced with anything except using a mouse! Cheaper the better
