Need help figuring out ranking issue

I have a problem with a site and I can't figure out what the problem is, so I'm hoping that some people here can help me think through this and figure it out.

My site is 10 months old, has about 15 pages of content. Each page targets a separate keyword. Each page on the site is a PR 3.

The page I'm focused on is the homepage, the keyword is low competition, it only gets around 400 searches per month, Traffic Travis rates this keyword as relatively easy to rank.

My on page seo seems solid, it gets an A+ rating from traffic travis. I also have pictures and a video on this page as well as outgoing links to relevant and authority sites.

Before all the Panda stuff back around February, my page was rank 4th in google. Then panda started hitting and my page has been bouncing between 40 and 200. Never stays in one place for more than a few days.

My backlinking is diverse and I've been trying to maintain a steady link velocity. I'm doing web 2.0 link pyramids, bookmarks, rss, articles, high pr blog comments.

The current page one results aren't even targeting this keyword.

One thing I'm wondering about is that when I started this site, in the beginning I did very inconsistent link building. Is it possible, that due to bad link velocity, that google has labeled my site as spam and won't rank it?

Any thoughts on what is going on with this site?
 
Tough to say whats wrong from outside.... Check your content, may be not good quality, get some SMO stuff... Should not be tough to get back in ranking... Search Engines are moving towards behavioral search and in my opinion SMO will be major factor to get better ranking for your site... Inconsistent link velocity in start would not hamper your site that much so don't worry about that...
 
Yes, it is possible that due to bad link velocity google has labeled your site as spam. But you solve this problem. I have many ideas for that.

What are the top sites doing that you are not doing?
Nothing, the top sites aren't even targeting this keyword.

I did just discover that the wp theme I'm using is creating a duplicate content issue for me. So that could easily be the problem.

In the theme, posts are treated as static pages, and how you set a homepage is to pick one of the post in the theme settings. This is actually creating two duplicate pages that are getting indexed.

I'm now trying to figure out how to remedy this without losing all of the backlinks I have built to the homepage.
