Ask those who issued the VBA. They mostly know the answers.

Assuming you are from USA and 18 or know someone that is 18, then these online banks should help to verify your account but withdrawing is a different story because some accounts need to match up information from paypal and with the online bank account.

*Requires matching names, SSN, etc
