It's depend from your website PR, age, number of existing BL.

If you will use blogs with OBL like 2000 and PR = N/A or 0 it will decrease your positions in SERPS if your competition have more quality BL...

But you can always use it for high PR blogs (3-9) with low OBL...

Well your target should be as low is possible for OBL (10-40 is fine)...

Make sure that first you will find out what PR is for your blogs...
