Why do people buy multiple adword account?

I have seen quite a few threads over here where people are requesting for numerous adword accounts. That makes me wonder, why do people buy multiple adword account?

Can't you run numerous campaigns on a single account. Since you are spending money on adword vouchers, I am assuming google wouldn't mind a user running endless campaigns.

simply, Its Blackhat world. People use Vouchers accounts.
Suppose if you buy an account for 30$, you are getting 100$ balance in it.
so why not spend less, earn more.
ALthough its not allowed but thats what we call blackhat

Greed to earn more and more and probably if adwords find it ,they ban you and also they use multiple accounts for coupons i think.
