Depends what you define as a whitehat service. But most .edu and -gov linkservices are pretty solid.

That would not be classed as white hat

My favorite would be to have a human and see them actually click submit, if that still exsists

I prefer SEOmoz's tool bar and services (give it a 1 month run for free). I also like market samurai to help with keywords.

I always prefer manual work in SEO, but never depend on any tools except few things like back links checking.
